Sydney Trains Lithgow

Sydney Trains has been faced with a number of major public safety issues at Coalcliff and Kingswood where people have been illegally entering the railway corridor or crossing rail tracks, endangering themselves and with potential litigation issues for Sydney Trains.

RealGuard solar powered SiteMaster3 live video guarding towers were deployed for 2-6 months to address the issue.

RealGuard towers were also successfully deployed at Coalcliff for several months due to the size of the rail corridor and viewing area, and a successful overall outcome was achieved with serious incidents and potential intruder harm avoided.

Outcome: During the period many trespassers were ‘warned off’ when identified in the rail corridor by RealGuard, and the dangerous practice was essentially curtailed. The Kingswood RealGuard tower deployment also had peripheral positive impact by substantially reducing graffiti attacks on adjacent fencing.

Sydney Zoo

Founded in 2015 and privately owned, substantial multi-level challenges were faced by management to secure the 41 acre site located in the heart of Western Sydney parklands, housing more than 1000 animals and accommodating 800,000 visitors annually.

From day one, Sydney Zoo CEO, Jake Burgess and his team were determined to embrace leading edge technology and innovation to improve security, safety and animal welfare, while maintaining a positive customer experience.

Original thought out security plans revolved around three permanently employed security guards for 12 hours each night, with one guard monitoring onsite CCTV cameras and the other two guards roaming throughout the site and along the perimeter fence. However, this was expensive and imperfect, and the search was on for a world-leading alternative security solution.

Working to a strict timeline with constantly evolving design and changes which were further complicated by multiple contractor involvement, our challenge was to integrate the multiple diverse security systems and networks to successfully combine them into a top level incident and event detection system, ensuring a fast response and secure outcome.

‘This was a high risk commercial venture’ said Mr Burgess, ‘and we were seeking to identify the latest available technologies to provide the very best security outcome along with lowest possible ongoing costs. This is when RealGuard came to our attention’.

RealGuard Live Video Guarding was ultimately chosen by Sydney Zoo. Our highly skilled RealGuard technicians successfully integrated all of the existing alarm and CCTV equipment and networks scattered throughout the 41 acre site including the zoned perimeter electric fence. The RealGuard team then added cameras and intruder detection sensors at identified critical points throughout the site, increasing the system capability to include 24×7 Remote Video Monitoring. Any identified intruders are immediately ‘warned off’ over the site’s intergrated digital audio systems, and Police are called to respond to any identified criminal incidents in progress. This unique and proactive ‘end to end’ security solution is designed to minimise or eliminate onsite guards, while providing immediate response by warning off detected intruders before they have opportunity to cause damage or mischief…. ‘stopping crime before it happens.’

‘For us RealGuard was an ideal solution’ said Mr Burgess. ‘It meant that by combining technology & remotely located manpower we could completely do away with onsite night guards, knowing that any detected incident would be quickly viewed and actioned by RealGuard operators.’

Available capital for this project was limited, and known fixed long term costs were also a key objective of zoo management. Sydney Zoo therefore chose to rent the entire RealGuard system equipment and installation, thus avoiding capital expense and enjoying 100% tax deductibility and fixed operational costs.

Mr Burgess further stated ‘We also hired RealGuard Rapid eployment Live Video Guarding towers during the zoo construction phase when the site was most vulnerable to theft and vandalism, which proved to be very effective in protecting both us and our contractors.’

The final result, Sydney Zoo now has a world-leading end to end security solution combining the latest technology in intruder detection with fast manpower response while enjoying six figure annual savings compared to the deployment of onsite security guards.

Western Sydney Airport Earthmoving

Construction at the new Western Sydney Airport at Badgerys Creek began in September 2018, with award of the massive earthmoving contract to CPB Contractors and Acciona in a Joint Venture. The new Airport is due to open by 2026 at a cost of $8 billion.

The massive scale of this project, moving 25 million cubic metres of soil and rock covering 4200 acres (approximately twice the size of Sydney Kingsford Smith Airport) created major site security challenges for Joint Venture management. Of particular concern was potential vandalism and damage to widely scattered earthmoving equipment and critical infrastructure that could potentially cause unacceptable performance delays.

Original site protection thinking revolved around ‘traditional security’ employing multiple onsite roving security guards for 12 hours each night plus weekends. A tender was called to supply a team of onsite guards, however RFT bidders were also encouraged to offer non-complying alternatives to take advantage of any new protection technologies.

‘We wanted to minimise the number of onsite guards needed without compromising security’ said General Superintendent Paul Bull, ‘and Paul-Tec’s alternative RealGuard proposal made that outcome possible for us.’

Instead of multiple guards continually circumnavigating the 4200 acre site, JV management chose the recommended option to employ just 1 x onsite mobile security guard, plus deploy solar powered RealGuard Live Video Guarding Towers at critical infrastructure locations throughout the site. These camera towers record 24×7, and at weeknights and weekends when the site closes, any movement detected near these protected critical areas immediately triggers live video back to the RealGuard’s own Remote Video Monitoring Centre.

Live Video Guarding towers are easily relocated/added/removed as required to protect any newly identified ‘at risk’ areas throughout the evolving project term.

RealGuard operators immediately ‘warn off’ identified intruders or trespassers over the PA speakers while simultanously notifying the onsite mobile guard to respond to the event. Police are also called to any identified criminal incidents in progress. This unique and proactive ‘end to end’ security solution eliminates the need for multiple onsite guards, while providing immediate response by warning off detected intruders before they have opportunity to cause damage or mischief…. ‘stopping crime before it happens.’

In addition to protecting the mobile plant and critical infrastructure scattered throughout the site, JV management also needed to secure its prefabricated administration building for duration of the earthmoving contract.

The solution adopted was installation of a separate alarm/CCTV system rented at a fixed cost including RealGuard Remote Video Monitoring for the duration of the project.

‘We are pleased with the combined RealGuard technology/manpower security solution provided by Paul-Tec’ said Mr Bull.’

Overt RealGuard Live Video Guarding Towers and warning signage has proven to be an excellent deterrent at Badgerys Creek during the extended earthmoving phase, with no major security incidents being experienced at the time of writing and overall project financial savings compared with the cost of multiple onsite roving security guards is estimated to be well in excess of six figures.
